Yeah, but I think it's sole purpose is for the redistribution of wealth, take from the hard working richer people and give to the lazy poorer people/nations, as per the statement in the report;

This is what Notley is doing in AB, she has a carbon tax but no idea (nor does she care) on the amount of CO2 here plan will remove from the atmosphere.
In fact she is taxing everybody but giving it back to the lower and average taxpayer. That leaves only the hard working higher tax payers to foot the bill so the lower incomes get money from the higher income earners.
