Yes, that has been the policy for years. For some reason, only a dollar amount is asked for however. You cannot say, "Take an additional 5%."
For people on a fixed income, this isn't a problem, but for those whose income fluctuates, percentages work better. When I was working for the feds, their people had no problem "bumping by percentage".

OTTAWA — The number of jobs in Canada fell by 88,000 in January to give the labour market its steepest one-month drop in nine years, Statistics Canada said Friday.
The overall number was dragged down by a loss of 137,000 part-time positions in what was easily the category’s largest one-month collapse since the agency started gathering the data in 1976.
(What it comes down to is many of the people already on the shaky edge of our economy have now been shoved off! While at the same time civil service union Hogs have signed contracts with soon to be defeated Ontari-owe LIE-berals for regular 2 percent wage increases- that will kick in AFTER LIE-berals are gone- some do very nicely in Ontari-owe and others starve!)
Statistics Canada’s latest jobs survey said the net decline helped push the national unemployment rate up to 5.9 per cent in January, from a revised 5.8 per cent the previous month.
But on the other hand, the agency said the economy generated 49,000 full-time positions last month.
(AS we have seen in other job reports- the largest number of full time and well paid jobs tend to be with GOVT! It is LIE-berals BUYING union Hog support so they can cling to power at any price! Why put daycare in the hands of grossly overpaid teacher Hogs when the job of wiping noses could be done just as easily AND MORE CHEAPLY by Early Childhood Education grads- except that non union workers are not trusted to vote “properly” in support of LIE-berals!)
A closer look at the numbers revealed that the number of paid employee positions also experienced a significant loss last month by shedding 112,000 positions.
(Lesser numbers of PAID employees? This double talk means the number of desperate people “working” at those crap unpaid “internships’ is RISING yet again! Internships ought to be regarded as slave labour and as a form of indentured servitude- and thus ILLEGAL! No wonder our kids all think their leaders are LIE-berals!)
By comparison, the number of people who identified as self-employed workers — often seen as a less desirable category that includes unpaid work in a family business — increased last month by 23,900.
(Oh that`s nice- self employed all to often translates into DESPERATE people trying frantically to buy or create a job for themselves using either their own saving or savings from family! As 95 percent of new businesses do not survive their first year and 95 percent more do not survive 5 years we can easily see that self employed is another way of admitting you are “surplus population” of the sort Scrooge scorned! Both Scrooge and LIE-berals assume that if you are poor- ITS ENTIRELY YOUR FAULT- in spite of it being LIE-berals who have debuached our economy and loaded it with debt!)
(And its your fault that LIE-berals have- for the third year in a row- written off about $200 million dollars in tuition funds they will never be able to collect from bankrupt former students working in those unpaid “internships”! But not to worry- if LIE-berals somehow win the June 2018 election, they WILL make sure that college and university senior staff get those FIFTY PERCENT RAISES they have been demanding!)
Even with the overall decline in January, Canada has been on a strong run of job creation that has seen the country add 414,100 full-time jobs over a 12-month period. The growth represents an increase of 2.8 per cent.
(Going from a part time position to a full time job is certainly cause for celebration- but LIE-berals do NOT want to discuss how swiftly good paying jobs are being replaced with CRAP paying jobs! Cdn business is evolving to survive poisonous LIE-beral tax and spend madness-and ordinary people pay that price- while LIE-berals loot and pillage on behalf of already overpaid Hogs! LIE-beral policy has created a vast underclass who eke out an existence with a mix of money earned at McJobs and charity given by govt in welfare and with donations from worried parents to the young workers! )
Over that same period, the number of less desirable part-time positions declined by 125,400 or 3.5 per cent.
The January reading marked the end of a 13-month streak of job gains, however, about half of those positive numbers were within the survey’s margin of error.
(“Within the survey margin of error”- meaning it may be wrong to begin with and may fade to nothing by a natural business process as the months pass and fiscal reality sets in thanks to minimum wage upheaval, the natural and normal freezing of the economy as election fever- both provincial and municipal this year- sets in and business halts investments while they wait to see which party wins and with the threat to NAFTA from Our idiot Boy and his feminazi nonsense?)
By region, the agency said Ontario and Quebec saw the biggest decreases last month, while New Brunswick and Manitoba also had net losses.
(So- the two Cdn provinces that jumped first onto the vile LIE-beral Carbon crap and trade band wagon also just happen to have proportionately the most job losses? Could this be an AMAZING COINCIDENCE? Or is it proof that the LIE-beral Carbon crap and trade scam which is modelled on the disgraced European version that is riddled with fraud, criminal corruption and false reporting of alleged emissions? Bbut of course govt does SO ENJOY the tax revenue brought in by the carbon fraud even though it only cleans wallets and leaves the crap in the air!)

Ontario to spend $7-billion in sweeping climate change plan from The Globe and Mail

The Ontario government will spend more than $7-billion over four years on a sweeping climate change plan that will affect every aspect of life – from what people drive to how they heat their homes and workplaces – in a bid to slash the province’s carbon footprint.
(I say these LIE-beral idiots are supposed to be REDUCING our deficit-NOT dreaming up mad new spending schemes!)
Ontario will begin phasing out natural gas for heating, provide incentives to retrofit buildings and give rebates to drivers who buy electric vehicles. It will also require that gasoline sold in the province contain less carbon, bring in building code rules requiring all new homes by 2030 to be heated with electricity or geothermal systems, and set a target for 12 per cent of all new vehicle sales to be electric by 2025.
(I say our premier McWynnty- who has sold herself, her party and our future to the civil service Working Family Hogs has really lost it if she thinks forcing people off natural gas any time soon will be acceptable to voters in this country-not after govt went to so much effort to PROMOTE natural gas as a clean alternative! Wynne-bag now denies having such thoughts but we can guess her current main thought-after such adverse public reaction to ending natural gas heating- is how to defuse public anger at the prospect of being forced to dump expensive gas appliances on a govt whim!)
While such policies are likely to be popular with eco-conscious voters, who will now receive government help to green their lives, they are certain to cause mass disruption for the province’s automotive and energy sectors, which will have to make significant changes to the way they do business. And they have already created tension within the government between Environment Minister Glen Murray and some of his fellow ministers who worry he is going too far.
The many new programs will be paid for out of revenue from the province’s upcoming cap-and-trade system, which is expected to be approved by the legislature this week and come into effect at the start of next year. Together, the cap-and-trade system and the action plan are the backbone of the province’s strategy to cut emissions to 15 per cent below 1990 levels by 2020, 37 per cent by 2030 and 80 per cent by 2050.
(I say there is no doubt we need to be more green but we MUST make LOGICAL changes. Your grandmother needs her old car more than a Working Family Hog needs a riding mower that spits out more carbon in 5 minutes than a modern car running on the highway for an hour! The waitress driving home from a late shift because she is not safe on the street late in the evening needs her gasoline car more than some Hog needs a bass boat that can do 60 MILES per hour! The night shift worker living in any smaller town that either does not have public transit or which has transit but shuts it down at 9pm needs his car so he can get to work more than a Hog needs an electric `bubble system` running ALL WINTER to ensure that ice does not build up around his Muskoka dock and damage all that expensive cedar decking!
In the nine months after the 9/11 terror attack when TWENTY-FIVE percent of the worlds airline fleets were grounded- there WAS A MEASURABLE IMPROVEMENT in air quality! Airplanes are the most fuel hungry machines on the planet and it takes LESS fuel to drive an SUV to Florida than it does to FLY there. Given that about one third of Cdns cannot afford a holiday at all; and that the majority of people in filthy airplanes are civil service Hogs and their political allies-we must ask if it would not be easier to clean our air simply by cutting back on gravy for Hogs?
Less Hog gravy means they buy smaller houses, buy more fuel efficient cars and walk more often AND they FLY A WHOLE LOT LESS! The 9/11 attacks proved it-we can CLEAR the air by flying less so why screw up our entire economy when balancing our books and ending deficit financing of the Hog gravy train is more effective? PLUS the balanced books approach means that those who have the BIGGEST carbon foot print will be required to make the biggest changes while those who are already greenest will not be crushed under LIE-beral carbon crap!)
Highlights of the liberal plan include:
$3.8-billion for new grants, rebates and other subsidies to retrofit buildings, and move them off natural gas and onto geothermal, solar power or other forms of electric heat. Many of these programs will be administered by a new Green Bank, modeled on a similar agency in New York State, to provide financing for solar and geothermal projects.
(I say we have already established that solar and wind power are simply NOT viable here in Ontari-owe-the sun don’t shine often enough and it’s usually windless when its either hottest or coldest-meaning that mouldy green energy is most efficient in spring and fall when you DON’T WANT IT!)
(As for geothermal energy-oh great-a hugely labour intensive complicated computerized system designed by a bunch of govt airheads! Does anybody remember those plastic water pipe and aluminum wiring and urea formaldehyde insulation disasters-all formerly ENCOURAGED by govt that wanted to be green! Given govt history, what could possibly go wrong with this fairly new-never tried on a mass scale before and costly to instal geothermal energy? Geothermal involves a whole lot of digging and what is the carbon foot print for that? Versus what savings?And what are the long term maintenance costs? And what service life and what replacement costs? And nobody knows the answers-but YOU may find out in the middle of some cold winter when your geothermal shit breaks down thanks to a pipe failure 30ft underground! Or the failure of a swiftly gone obsolete motherboard that was coordinating the system! WE all know how long modern appliances last-do you want to bet these EXPENSIVE geothermal things wont fail and let the pipes in your house freeze while techies argue over how to repair the mess?)
(It requires massive digging to get down to a level BELOW the frost line and into an area of earth where the ground is always warm enough to provide the heat needed for the system-has govt not noticed that much of Ontari-owe is built on bedrock? But then govt doesn’t give a shit for anybody outside Toronto as they don’t vote LIE-beral anyway!)
(And has govt not noticed that many urban lots are rather TINY and there isn’t room enough to do the amount of digging needed unless you are tearing up such a a big hole that your neighbours yard in danger of sliding into YOUR hole in wet weather?)
$285-million offered for electric vehicle incentives. These include a rebate of up to $14,000 for every electric vehicle purchased; up to $1,000 to install home charging; taking the provincial portion of the HST off electric vehicle sales.
(I point out that few of our kids and virtually ALL renters will be EXCLUDED from taking advantage of these subsidies since most kids these days are struggling with McJobs and cannot afford a car anyway-however their taxes WILL be used to subsidize the already over paid civil service Working Family Hogs who WILL be encouraged to buyg these heavily subsidized electric cars AND who will also be taking advantage of govt grants for home charging stations. And how long before govt buildings have their own charging stations supplied to govt workers at low or No cost? LIE-berals have already made mention of their desire to see charging stations at govt offices and LCBO stores and etc- soon free charging for Hogs will be juts another perk on the gravy train! LIE-berals have demonstrated that there is no pot of gravy too costly not to be offered to their Hog supporters-its all a massive racket designed to keep Hogs happy even as Ontari-owe economy BURNS under the weight of LIE-beral taxes!)
Govt will also offer an extra subsidy program for low– and moderate-income households to get older cars off the road and replace them with electric.
(I point out that old folks on tax ravaged fixed incomes DON’T buy new vehicles-they will just use the current one less and less till govt forces our old folks to start walking! And if they fall and break a hip...well....good luck in our LIE-beral starved health care system!)
Govt also will be offering free overnight electricity for charging electric vehicles.
(But govt does not say where the `free` charging stations will be located and we have to assume the `fix` will be in with locations chosen that best suit the Hogs!)

The province will also build more charging stations at government buildings, including LCBO outlets, and consider making electrical vehicle plug-ins mandatory on all new buildings.

The plan sets targets of expanding electric vehicle sales to 5 per cent of all vehicles sold by 2020, up to 12 per cent by 2025, and aiming to get an electric or hybrid vehicle in every multi-vehicle driveway by 2024, a total of about 1.7 million cars.
(I say its too bad that govt apparently has NOT made any calculations regarding the carbon footprint of manufacturing and then disposing of a mass of batteries loaded with poisonous and very caustic chemicals. Govt wants electric cars for the sake of the sales revenue-more HST means MORE GRAVY for HOGS! ITS NOTHING to do with cleaner air! And it wont bother them to have a lot of current drivers forced off the road-it will mean happy motoring for the remaining drivers-and most of those will be HOGS!)

Geo thermal? In Canada? HAHAHAHAHAHA!!!!! I can just picture it- people digging 50ft deep pits in those tiny little city yards!!!! AND PRAYING THE NEIGHBOURS HOUSE DOESNT SLIP IN BEFORE THE PIPES ARE INSTALLED- if there is a sudden thunderstorm!
And has anybody considered the legal consequences of doing such major digging so close to neighbours lot line? People already get into major battles over retaining wall repairs and drainage issues- how much worse will it be if somebody accuses a neighbour of doing a quick and dirty geothermal installation that caused a neighbours house foundation to shift? or neighbours asphalt driveway to shift and crack? Who wants a nice juicy lawsuit that takes years and tens of thousands of dollars to settle? And remember- you will NOT be able to sell your house till the lawyers get finished with you! And how about all the lots around town that are at elevations close to the water table- how do you dig or install in the swamp?
And has anybody considered how many city houses are built so close together that you cannot get machinery into the yard to dig in the first place? Why NO! NOBODY HAS CONSIDERED IT!
And we all know that pipes buried underground corrode and then leak- anybody want to figure the dost of digging up hundreds of feet of pipe to fix a leak?
And of course much of Canada is built on bedrock and there will be no digging in that!
Geo thermal and carbon capture and sequestration are Rube Goldberg mechanical monstrosities dreamed up by airheads! Geo thermal heating works for small populations in New Zealand who live next door to volcanic hot springs- they just suck up and pipe in the boiling water.
Geothermal cooling also works for large buildings that are close enough to Lake Ontario that they can suck up cold water for their air conditioners.
Geo thermal is a one off- specialty solution that is NOT suitable for the great majority- unless you are a LIE-beral dreamer desperately hoping to sucker people into this crap so you can rake off sales taxes and inspection fees from it while PRETENDING to be doing something/anything for the environment!

Ontario's Cap-and-Trade plan will cost consumers $8 billion and lead to minimal greenhouse gas reductions

Ontario’s Auditor General says that the Liberal government’s cap and trade plan will not “significantly” lower emissions in the province by 2020, calling their forecasts “unrealistic.”
But AG Bonnie Lysyk warned Wednesday that the province’s cap-and-trade program will cost consumers and businesses $8 billion dollars in its first years of operation to get minimal greenhouse gas reductions.
Lysyk said households will pay an average of $156 next year in added costs on gasoline and natural gas, rising to $210 in 2019 plus another $75 that year in indirect costs on goods and services.
The lack of carbon reduction under crap and trade is directly related to the fact that the plan is a carbon copy of the European model and is designed simply to make a gross tax hit look like it is environment based. Civil service Hogs and other wealthy types will expect govt to give them gravy out of the new tax revenue-and that will allow them to continue playing with gas guzzling toys- exchange for SELLING their votes to LIE-berals!)
The government has also earmarked $1.32 billion out of the expected $8 billion in projected cap-and-trade revenue to help offset the cost of residential and business electricity bills, but it doesn’t say how, Lysyk’s report said.
(LIE-beral hands are tied-if they admit that the Hydro delivery cost is a rip off they will look bad. If they admit their green energy program is a costly mess they will look bad. If they admit that selling off Hydro to LIE-beral pals was wrong they look bad. If they admit that giving Hydro worker union Hogs endless raises was a mistake they look bad-AND offend their MAJOR Hog supporters. If they give country folks a break on delivery costs then they are rewarding people who DON’T VOTE LIE-beral! And doing the rewarding using gravy that staunchly LIE-beral friendly Hogs are DEMANDING for themselves will be hurting LIE-beral chances in the next election!)
The AG says that Ontario will fall well below its target of 18.7 megatonnes of emission reductions. She says that based on a study that Ontario’s Ministry of the Environment and Climate Change commissioned, the province will achieve 3.8 megatonnes, or about 20% of the target.
(And we ought to ask how much of that reduction will be from companies LEAVING Ontari-owe and taking their jobs with them to some place less tax happy? With the added bonus that jobless Cdns Don’t have a large carbon foot print-but is DESTROYING our economy the best way to save the environment?)
In addition, the Ministry plans to count emission reductions that Quebec and California achieve in the system towards their goals.
“The potential exists for double reporting of emission reductions between California, Quebec and Ontario,” Lysyk said in a news release.
(So it’s a TYPICAL LIE-beral scam? LIE-berals are currently claiming their green energy plan has cleared the air in Ontari-owe-they claim this in spite of the fact that FIFTY PERCENT of air pollution in Souther Ontari-owe typically blows in from the Yankee Ohio valley-which is now a Rust Belt with no more heavy industry to spew out that pollution. Not content with wrecking our economy, LIE-berals want credit for wrecking chunks of Yankee economy! And how does anything that happens in California rebound to the credit of Ontari-owe LIE-berals?)

United States has closed 140 coal burning plants in several states up wind of Ontari-owe so is it LIE-beral effort or Yankee effort that has made improvements to our air? Lysyk says that the Liberal plan will cost Ontario households and businesses $8 billion between 2017 and 2020.
(Oh well, its only money WE DON’T HAVE! And there will be even less of it once Trump reduces Yankee corporate taxes and costs while our costs soar with carbon crap! The flagship of the Cdn Atlantic fleet is so old it can no longer leave harbour for more than a few hours at a time without suffering engine fires and the need for a tow. Other ships of the fleet-the ones still capable of leaving harbour safely-are SMALLER ones- below the size of destroyer with less defensive capability.
