Seems there is a little dilemma here, I know if the man were of another color there would almost be no question of granting him refugee status. (In the U.S. or Canada)

TORONTO – Canada's federal government said Thursday it was challenging a contentious Canadian immigration board panel ruling that granted refugee status to a white man from South Africa who claimed persecution from blacks in his home country.

For Pete's sake, Canada lets people like Tran ( the guy isn't a good dude) stay here indefinitely disputing deportation and squawks about this guy? They go after Lennikov and yet do diddly about people like Harjit Singh. Canada's administration is insane (and no, that is not specific to any particular party. They both are insane).

Here's a gangster for crying out loud we can't get rid of. And he is a danger to society.

Not to mention all the thousands of international students who sign up for ESL courses, quit after a week and look for a job. The govt does nothing here either. These people can be criminals and the govt does not check to ensure they are fulfilling the requirements of their visa--which means staying in school. And during a recession when jobs are tight.

Don't blame Tran: Lawyer

While the spotlight shines on Jackie Tran and his long fight against deportation, his lawyer says criticism would be better directed at the system the alleged gang member has been navigating, successfully so far.
Tran, a reputed gang member deemed by authorities as a threat to public safety, faces two deportation orders.

IRB judge Otto Nupponen said Tran has "simply quite aggressively sought resources available to him in law."

Immigration Minister Jason Kenney vowed to explore "different policy options to give government more power to remove dangerous and violent foreign criminals."

But Tran's lawyer, Raj Sharma, said the story is bigger than his client and delays are to blame on a Conservative government which didn't re-appoint IRB judges after the recent lapse of some 200.
"So we have the same workload with a third less judges and now (they) are complaining about the delay when they are contributing to this delay," he said.

"This is a manufactured crisis and Jackie Tran is going to be used by this government to make further changes to legislation -- in fact, the system was working fine, they just failed to appoint the necessary decision makers.
"Mr. Tran's situation describes shortcomings in the system."
Police spokesman Kevin Brookwell agrees those shortcomings are there. "What does it take to get deported out of this country?" he said.
"As long as a system is in place which allows for appeals and appeals to appeals and stays and appeals -- it just goes on forever."

This guy is not a real refugee. The South African police can't control raging crime there and he is a victim of crime, but it is not systematic against him. Crime is random by its nature. And he's not the only person a victim of race crimes in SA.

The refugee process needs streamlining to make decisions within a year and immigration lowered to 100,000 per year to ease unemployment.
