In the winter you should be able to harvest swamp gas that gets trapped under the ice, sell it in a bottle and get a credit at the same time. You could even lay out a grid of flexible pipe in the winter and by the next winter it would be laying on the bottom where the frost never gets to. Apply slight vacuum and cash a check or two in the spring.

Lets start by opening up your wallet..
Why not let South America burn the coal they produce rather than export it to the US where coal is already a surplus commodity and extra mining would solve any perceived shortages?

Real CASH money not tax credits.

They don't hand out cash.
They have more deductions at the end of the year though. Repairs are 100% and a machine on a loan is based on the life of the machine. As the economy shrinks the business opportunities increase (for the locals) and at a cheaper bottom line if the shrinking is a big one or a long lasting one.
The patch doesn't need the money as the service end is way behind the exploration end. The economy could still use the funds in exploring other methods that are financially sound over the long run so profit actually increases overall as manufacturing and delivery costs are at an all time low.
