The province was tied for the lowest unemployment rate in the county at 6.6 percent, down from 7.3 percent in March and down from 11.2 percent a year ago. The province's unemployment rate was well below the national average of 8.1 percent.2

Well to start with when EI runs out you are no longer unemployed, so just by tweaking EI rules a bit can cause significant changes in the numbers.
