Just like every other international agreement done by politicians this one will have no validity or any real effect. Gota love a photo op.

The Accord, drafted by Brazil, China, India, South Africa and the United States, is not legally binding, and does not commit countries ever to agree a binding successor to the Kyoto Protocol, whose present round ends in 2012.[2] The BBC immediately reported that the status and legal implications of the Copenhagen Accord were unclear.

But it does make you at least morally responsible to keep your word. Canada just gave away a piece of their independence.
