Pretty much.. This area is run by the Cartels.. Well the whole city really, it's a border town. But there is sections they are more visible.

Honestly, if you want to trust people, the Cartels is who you trust, not the police.

The police are corrupt and paid off by the Cartels.. or anyone who pays them enough.. It's México man.. Money talks, and BS gets you shot
