Really ? His charter sure helped but Quebec was always in the Canadian drivers seat . Prior to the separation campaign Montreal was the financial capital .
Prior to Pierre Trudeau, of all the PM's from MacDonald to Pierre, only THREE hailed from Quebec. The rest came from all across Canada from the Maritimes, Ontario, the Prairies, the West and even the friggin' Yukon. Since Pierre and his bullshit Official Bilingualism dreck, only TWO elected, sitting PM's have come from outside of Quebec and only one of them from outside of Ontario. The entire election process is rigged to ensure Quebec is the de facto province of power in Canada.

Yes , but prior to Trudeau Quebec still had the Senate and commons power .
