Such crimes indicate the cowardice and the ungodliness .. what's the fault of the innocent people: women, men or children .. the civilians to be hurt in this way?
There is not any relation between such acts and the commands of God in any heavenly book whether it is the Bible or the Quran.
So I doubt, even if it is ascribed to some group or another, I doubt it: almost it is done to serve some purpose of people who want to get advantage .. like Tel Aviv who has gotten some weapon, and might not be given as they wanted, or they want the more support and sympathy of people, or at least indicates the cowardice, wrong-doing and stupidity of those who committed it.
