Probably not. Criminals tend not to follow certain laws. That's what makes them criminals.
Murder is outlawed, for example, but it doesn't stop some people committing it.
I'm 38 but, apart from when I was in the navy, I've only ever seen a real gun just once on my life. That was in the early Nineties when my mate Ryan showed me the handgun owned by his dad.
That's how rare guns are in the country. The vast majority of British people have never seen a gun in real life.

If Canada was in the situation Britain was in you wouldn't have bombed Germany. You just would have sent it a polite letter respectfully asking it to cease being naughty.
It would have just ignored you, of course.
The British, meanwhile, just got stuck in and got the job done.
