    I don’t know the right answer, but what I’m (& I’m assuming you’re also) seeing isn’t working. How about zero public funding without being enrolled in a treatment program? How about very harsh penalties for distribution of Meth/fentanyl/Cocaine/heroin over 1KG in quantity…?
