Pretty much. But this video pointed out that these people are trying to/did pass a 'you can't force people what to call you' bill, so when the woman greeted the Chairman, it was with "Madam". And he didn't LIKE being called "Madam", he said "Mr." or "Chairman". He missed the point entirely.
