What I gather from your article is that these tests were to determine how best to fight against a biological attack. In any case the tests were done thirty to fifty years ago.

Show me one iota of proof that the government or some other agency has sprayed poison into the upper atmosphere. Why would anyone do this? Broadcasting poison that broadly would surely be self-defeating in that the poisoners would also be poisoned. Dopey idea.

There are both high winds and periods of calm in the upper atmosphere. Contrails can sometimes linger, and sometimes disappear quite rapidly. That they hang around for a while doesn't mean they are part of a conspiracy to poison us. NASA doesn't believe in chemtrails, nor do I.
