Well, the word went out from Caesar that all the world should be taxed (and counted). That's why Joe and Mary went to Bethlehem. The Romans started and ended the year on 15 Mar. That was tax/census time.

Further, shepherds were in the field guarding their flocks by night. Shepherds only do that at lambing time, early Spring.
