If they have to add a second every 18 months on average, and they have no ability to do a negative leap second why not just skip the next positive leap second and call it even?
If they do a negative second, your workday could get longer by 1 second.
Huh, not like that doesn't affect the climate or anything. But I'm sure humans will be blamed somehow and Trudeau will dredge up a rotation tax.
