From Ge:1:1 until Re:20:1 this earth is an imperfect place. Men were made just short of being perfect, Angels were also made just short of being perfect or neither would have fallen into sin. The flood saw all fallen angels put in an escape proof prison for 'immortals' meaning they remain awake always, they are awake and in a place called 'the Pit', most will be there until the time God sends Satan to the fiery lake at the end of Re:20. That is when the imperfect heaven and imperfect earth from Ge:1:1 vanish. The Angels that did not sin move to the perfected version of their heaven and mankind moves into a perfected of this earth. In the new earth mankind is immortal so we do not have to eat food like Adam and Eve did and we know about good and evil and are sinless in God's view. No sin ever take place in the new heaven (Mount Sion, Heb:12) or in the new earth (universe as it will be empty). Evil is in the lake of fire and good is where People are and that never changes unless the new earth gets full and then some would follow and also call Mount Sion 'home'.
Good and evil were created as soon as law existed, for angels it was at the start of the 1st day of creation and for men in the Garden law was created at the end of the 6th day. Angels are under the Re:21 law and men will come to be under that same law when the 1,000 year reign starts.
The imperfect versions have a start and an end, the perfected versions start when the imperfect version ends and it has no ending. That seems to fit what a 'good plan' would include, a 'bad plan' would have the flawed part be the longer version and it would void what a 'new earth' ids described as being.
Then he is not omnipotent. Is he able, but not willing?
Isa:42:9:
Behold,
the former things are come to pass,
and new things do I declare:
before they spring forth I tell you of them.
Isa:55:11:
So shall my word be that goeth forth out of my mouth:
it shall not return unto me void,
but it shall accomplish that which I please,
and it shall prosper in the thing whereto I sent it.
Jer:4:28:
For this shall the earth mourn,
and the heavens above be black:
because I have spoken it,
I have purposed it,
and will not repent,
neither will I turn back from it.
Both bruises from Ge:3:15 have to be completed before Adam and Eve are sinless again. The 1,000 year reign would mean they are alive and standing in the Garden again. So far the cross was the fulfillment of the bruise to the heel and when Jesus pours out the 7th vial that is the completion of the other bruise. Adam and Eve will be alive within 1 hour of Jesus saying, 'It is done.' When God says the same words in Re:21 the last person will be as saved as Adam and Eve were earlier. The new earth verse from Isa:66 is what He is referencing. Where Re:22 leaves off the new earth verses in Isa:65 take over as the ones saved at Judgment Day move out of New Jerusalem and into the new earth where they will make their homes.
Then he is malevolent. Is he both able and willing?
The Bible is about the completion of the two bruises from Ge:3:15 once you take away Ge:1-3 and Re:20-22. When you study something you tend to take a bit from one page and another bit from another page when you examine some point in greater detail. The return is the most talked about single event in the whole book so it does take a bit of time. The bad news for you is the more you read the more you will appreciate the complexity of the book when it comes to the finest details. Lies do do contain 'fine details' that is reserved for truthful things.
Isa:45:5-7:
I am the LORD,
and there is none else,
there is no God beside me:
I girded thee,
though thou hast not known me:
That they may know from the rising of the sun,
and from the west,
that there is none beside me.
I am the LORD,
and there is none else.
I form the light,
and create darkness:
I make peace,
and create evil:
I the LORD do all these things.
The angel that is Jesus in Re:22 is the same form Jesus was in in the 40 days He was on earth after the cross. That form is the same one Christ used when He made an appearance in the OT before Moses became the High Priest to the 12 Tribes. Christ would gave been the angel that talked with Abraham when Lot was the topic. That was a change in Law, it will change back to that earlier law when men can live past the age of 120 and not die ever once they pass that mark.
Heb:7:1:
For this Melchisedec,
king of Salem,
priest of the most high God,
who met Abraham returning from the slaughter of the kings,
and blessed him;
Heb:7:11-21:
If therefore perfection were by the Levitical priesthood,
(for under it the people received the law,)
what further need was there that another priest should rise after the order of Melchisedec,
and not be called after the order of Aaron?
For the priesthood being changed,

(For those priests were made without an oath;
but this with an oath by him that said unto him,
The Lord sware and will not repent,
Thou art a priest for ever after the order of Melchisedec
Heb:10:1-4:
For the law having a shadow of good things to come,
and not the very image of the things,
can never with those sacrifices which they offered year by year continually make the comers thereunto perfect.
For then would they not have ceased to be offered?
because that the worshippers once purged should have had no more conscience of sins.
But in those sacrifices there is a remembrance again made of sins every year.
For it is not possible that the blood of bulls and of goats should take away sins.
Heb:10:16-18:
This is the covenant that I will make with them after those days,
saith the Lord,
I will put my laws into their hearts,
and in their minds will I write them;
And their sins and iniquities will I remember no more.
Now where remission of these is,
there is no more offering for sin.
Is he neither able nor willing?
