OTTAWA — Kent Hehr has resigned from the federal cabinet after the sport and disabilities minister was accused of making inappropriate sexual remarks while a provincial politician.
The allegation, which stems from his time as an Alberta MLA a decade ago, was first levelled against Hehr on social media late Wednesday. By Thursday afternoon he was out of cabinet pending an investigation.
“Harassment of any kind is unacceptable and Canadians have a right to live and work in environments free from harassment,” Prime Minister Justin Trudeau said in a statement.

“As a government we take any allegations of misconduct extremely seriously, and we believe that it is important to support women who come forward with allegations and that is exactly what our government will do.”
Lawyer Christine Thomlinson has been engaged to conduct an independent investigation for the government.
Trudeau characterized Hehr’s resignation as a “leave of absence” and said, in the meantime, his duties will be performed by Science Minister Kirsty Duncan.
The accusation of misconduct was first disclosed on social media by Kristin Raworth, who spoke out about her interactions with Hehr in an interview Thursday.
The former employee at the Alberta legislature said when she started her job, she was warned against being alone with Hehr but ended up in elevators with him because they worked in the same building.
“My very first experience with him was in an elevator when he called me yummy,” she said.
“And at the time I was 25 years old. I was very naive about that and I didn’t know how to react, I didn’t know how to respond when someone is saying this to you.”
Raworth said subsequent encounters included similar remarks or efforts to brush up against her. Upon talking with female colleagues, she realized others had experienced similar things.
In a statement Thursday, Hehr did not directly address the allegations but said he believes harassment is never acceptable and everyone deserves to have their voice heard.
“Throughout my career I have always tried to conduct myself with respect towards others and I understand the most important thing is how each individual feels,” he said.
“I have been informed that an investigation into these allegations has begun and I welcome and respect this process.”
Raworth came forward after two young women told CTV about sexual misconduct by Ontario Progressive Conservative Party Leader Patrick Brown while he was a Conservative MP.
Brown denied the allegations but nevertheless stepped down as leader of the party.
Raworth said she chose to speak out “because I think that it’s incredibly important in the current climate we are in that we have these conversations about abuse of power and sexual harassment in the workplace and what that looks like.”
In a statement posted on Facebook Thursday evening, Raworth thanked her family, colleagues and friends for their support, while adding that “Politics needs to change” in order to accommodate more women.
She said Hehr’s resignation “can’t be the end of the conversation,” and the political arena should be a place “where everybody can contribute their best without fear or harm.”
Hehr was elected as a Liberal MP for Calgary in 2015 and said he intends to continue to serve in that position.
“The conversation our society is having is a very important one,” he said. “I encourage all women who have felt uncomfortable or who have experienced harassment of any kind to continue to come forward. It is never OK.”
He had previously served as veterans affairs minister but was shuffled out of that role last year.
He’s the third Liberal MP to come under scrutiny following allegations of inappropriate behaviour since the Liberals took power in 2015.
In 2016, Nunavut MP Hunter TooToo resigned as fisheries minister to deal with addiction, but it later emerged he had also been having a “consensual but inappropriate” relationship with a staff member.
Last August, Liberal MP Darshan Kang — also from Calgary and a former Alberta MLA — resigned from the federal party caucus after female staffers in his former provincial and current federal offices came forward with allegations of sexual harassment.
Shortly before taking office, Trudeau expelled two Liberal MPs — Scott Andrews and Massimo Pacetti — from his party’s caucus after they were accused of sexual misconduct by two female New Democrat MPs.
The latest accusation against Hehr follows three incidents last fall where people accused him of being disrespectful and condescending towards them.
Among them: a woman who was fighting on behalf of mothers denied benefits on maternity leave, the wife of a military veteran and survivors of the drug thalidomide.
Jennifer McCrea had contacted Hehr’s office in October 2016 after she was encouraged to speak to local Liberal MPs about the case of new moms being denied sick benefits.
McCrea said she specifically asked him why Ottawa is continuing to fight sick women, to which he allegedly replied “Well, Ms. McCrea, that is the old question, like asking … ’When did you stop beating your wife?”’
That same week, thalidomide survivors, accused him of belittling them and their cause as a “sob story.”
Hehr, who lives with a disability himself and is in a wheelchair, said he meant no harm during his face-to-face meeting in October with members of the Thalidomide Survivor Task Group, all of them victims of the devastating side effects the long-banned pregnancy drug.

Amid the reckoning of #MeToo, events unfolded quickly. On Tuesday in Davos, Trudeau called sexual harassment in business and politics “a systemic problem and it is unacceptable—as leaders, we need to act to show that truly, time is up.” On Wednesday news of sexual misdeeds abruptly ended the tenure of Progressive Conservative leaders in Ontario and Nova Scotia. And in Edmonton, Kristin Raworth was discussing her own uncomfortable encounters with a politician she’d been warned about, and was inspired to go public about a sitting federal cabinet minister.
Then on Thursday morning, the Prime Minister’s Office contacted Raworth to inquire about launching an investigation. By the afternoon, another accuser spoke about inappropriate behaviour. Then, Prime Minister Justin Trudeau announced Kent Hehr was leaving cabinet, pending investigation.

To say this leaves the Calgary MP’s political career in tatters would be to overlook the slow burnout of this once-rising star, a rookie Liberal MP left quadriplegic 27 years ago by a drive-by shooting. His subpar performance as Veterans Affairs minister prompted Trudeau to demote him in August to Minister of Sport and Persons with Disabilities, no longer in charge of a full government department. Months later, people who’d met with Hehr, 48, on thalidomide and veterans’ issues accused him of brash and insensitive remarks in meetings.

Those, Trudeau was willing to tolerate without further punishment. Because to further discipline the lone cabinet minister would be to abandon Trudeau’s grand project to woo the city his father’s energy policies had left bitter for decades. (The other Liberal who had won in Calgary besides Hehr, Darshan Kang, had already left caucus over sexual misconduct allegations.)
Liberals hadn’t won seats there since 1968, and Trudeau had invested time and a bunch of pro-pipeline and pro-oil sentiments in order to end the drought. But if Trudeau wishes to declare “time’s up” and solidarity with the #MeToo movement, there are compromises to other priorities he must make. While Hehr currently remains in caucus, should an investigation affirm allegations from his days as an Alberta provincial legislator, the Liberals’ Calgary caucus may be reduced to zero even before voters got a chance to appraise the governing party’s worth.

Woman says Liberal party hasn't contacted her about allegations she was groped by MP Darshan Kang

A woman who came forward last year with allegations of misconduct against Calgary Skyview MP Darshan Kang stemming from his time as an MLA says the provincial Liberal party never contacted her despite its promises of an internal investigation.
Kirstin Morrell said she’s also never spoken to investigators from the ongoing House of Commons inquiry into Kang’s conduct.
Morrell spoke publicly about Kang last fall as the MP faced accusations of sexual harassment from a staffer in his federal constituency office, who has not been named publicly.
Morrell, who worked as a constituency assistant in Kang’s office from 2011 to 2012 when he was the Liberal MLA for Calgary-McCall, said Kang had harassed her by groping and kissing her repeatedly despite her continual rejection of his advances.
The allegations prompted provincial Liberal Leader David Khan to pledge last September the party would conduct its own investigation that would involve speaking with past and present staff and party officials.
But in a recent interview, Morrell said no one has called her in relation to an investigation by the provincial party.
“As far as I can tell there was no investigation and I don’t see any reason to believe there would be an investigation at this point,” she told Postmedia.
Morrell said Khan appears to have promised a review simply out of political considerations, without following through.
In a brief conversation, Khan said he would not discuss the investigation, including whether it had even take place.
“I’m not going to comment on that issue right now,” he said.
On Thursday, fresh allegations of improper behaviour were made against another Liberal MLA turned MP, Calgary Centre MP Kent Hehr. An Alberta civil servant said Hehr would make inappropriate comments to women at the legislative assembly when he was an MLA.
Prime Minister Justin Trudeau told reporters in Davos, Switzerland he would speak to Hehr, who served as the minister of sports and persons with disabilities, about the issue.
Responding to questions about allegations of sexual misconduct women that forced Ontario Progressive Conservative Leader Patrick Brown to resign early Thursday, Trudeau saluted the women who came forward.
“We take these allegations extremely seriously whenever they come up,” Trudeau said Thursday.
Hehr and Kang both moved into federal politics in 2015, becoming the first Liberal MPs elected in Calgary in four decades.
Kang left the federal Liberal caucus last August to sit as an Independent. He declared his innocence at the time but in a recent interview would not address the allegations because of the ongoing House of Commons investigation.
Morrell, who was the Liberal candidate in Calgary-Northern Hills in the 2012 provincial election, said she did not make a complaint about Kang to the legislative assembly’s human resources office at the time because she did not have confidence in the process.
But she said she came forward when new accusations were made against Kang in order to provide support to the woman in his federal constituency office who had alleged misconduct. That woman has not spoken publicly and she did not respond to request for comment.
The woman’s allegations against Kang were referred to the House of Commons’ chief human resources officer, but the Speaker’s office says the investigation process is “completely confidential.”
Morrell contacted the House of Common’s human resource office, the office of the Liberal government’s chief whip and the Liberal party’s human resource office last year.
She said their response was essentially to “buzz off” and she had not been interviewed as part of the federal investigation.
“I feel like everybody else, I’m sure. I feel like I’m in the dark about this and I don’t really know … in the case of the original complainant, what’s happening with that,” said Morrell.
