7-11 and other retail companies use a strategy called a "loss leader". In the case of convenience stores, what they do is take a standard product, usually milk, and sell it for less than grocery stores to draw you in if you only need a few things. It's about convenience, hence their name, 'convenience stores'. And the strategy works. Lots of people happily stop at the convenience store if they only need milk and a few other things because they can generally get in and out faster than at a grocery store. They're either unaware or simply don't care that they're paying a bit more for the other stuff they grab because hey, convenience.
