It's no different as to how a bunch of Americans have picked an American as their most admired man (who has then been proclaimed, rather ludicrously, to be the most admired man in the world based on polling of just Americans).

So according to the NY Post, the voice of 1,049 Americans equals world opinion. Not sure why you're having so much difficulty understanding that.
