How then can Democrats be withholding anything when it is the island's Republican pols who are in charge?

Bahahaha Yep I can see the Gov. out there handing out water and supplies to the people that need it picking and choosing who gets it and who doesn't. Yes he is in charge over all, but he is mitigating it down to local officials who are in turn are doing the right thing when the eyes are on them, and playing politics when the eyes are turned away.
