At the extreme end, a newly arrived economic refugee may not be bringing taxable assets (or any) into the country. For that demographic, they will be receiving social services style funds that may have a tax applied.
On everyday purchases, sales taxes, GST, etc is applied, but as the cash originated from the public purse, that metric, as a measure of contribution, is not comparable with that of the immigrant demographic that is able to arrive and earn an independent taxable income
The issue is, if you immigrate to Canada and say you are 40 yrs old and you have been a citizen for 10 yrs, then the government should only pay 25% (10/40) of your healthcare/medical cost, because that's all you are entitled to based on the yrs you paid taxes.

A good part of the problem has to do with the countries the government is bringing the immigrants from, immigrating people from loser countries like the Middle East and Somalia, is not going help and grow the Canadian economy, we have enough taxi drivers already, we need immigrants from winning countries that help grow our economy.

That would be the start, obviously there are enough generalities in the above that require clarity and formal definition.

Something like that, either a preference or a special quota for war-torns. That'd have to be coordinated with the UNO or other international agencies for "refugee" status.

Generally OK, but it leaves room for endless social engineering. If there's a shortage in a particular area, say lefthanded lesbian pipefitters, to you accept Lithuanian lefthanded lesbian pipefitters or Liberian lefthanded lesbian pipefitters, or do you let it ride for a while, because theory says wages will rise with the shortage, thus encouraging Labradorian lefthanded lesbians to train as pipefitters?
3. Minority of accepted applicants originating on claims of political persecution and/or economic distress
The good news with this one is there will always be plenty for folks to bitch about, like whether this particular country or that politically persecutes or economically distresses folks enough to qualify for the quota.

Interesting. What if they get really, really sick in the first five years? Or lose a leg working as an assistant to a lefthanded lesbian pipefitter? In other words, the limits on social services'd have to be pretty specific and account for all kinds of slings and arrows.

Your thesis seems to be that if the large majority of immigrants from a given country are worthless, they should all be thrown out. So, if a large majority of Somalis are worthless, why shouldn't y'all throw them all out, including your wife?
Why not apply the same standards to the Canadian born?
