In my opinion Arpaio should be brought to California to run the 235,000 inmate Department of Corrections. Pink undies, work to eat and other Penal innovations would sure help slow down the Recidivism rate in that state which is now 78%. A few months of the Joe Plan would probably help Paroloe's rethink there life style and become productive. We need more arid desert prisons too.

Doesn't work. We've known that for over a century. But we keep trying, for reasons I cannot understand.
