Climate change isn't so fast that you can't adapt to it as it happens. The danger would be in ignoring the rising water when science wrongly predicts the water will go back down again. If they were made to live on the beaches their assessment would probably be as accurate as it could get. (Rather than then being on high ground when the floods sweep away a billion or so people.)
