The poster of the OP isn't clueless, just look at the lengths he'll go to avoid admitting his favoured Der Leader, the HDIC, is running healthcare and allowing the waste to continue.

Secondly the real game they are trying to play is to privatize the system to
make America look better as it were. Healthcare is a huge issue and not the
kind Harper wants. In a couple of years he plans to cut transfer payments
to the Provinces and that should cause no end of anger in the eyes of the
public.
I am going to a number of meet and greet candidates from all parties in this
campaign I doubt the Greens even measure up here. They have some kind
of deal with the Liberals in Kelowna Lake Country and for that reason I won't
for for either party
I have three choices Tory or NDP or go to the polls and spoil my ballot.
I just can't vote Conservative this time Harper is a poor choice for what he has
done to social programs

Didn't you read Flossters article? Or dumbdumbs post? Harper is destroying healthcare. Going to turn it into murcin style.
This is not even close to possible as long as there is only 1 'payer' (read: gvt). This is the group that will be approving any funding, so it's pretty unlikely that a political body will be neutral
There do exist plenty of neutral arms length groups, so it's certainly not impossible.
