It depends on the agreement. Usually the penalties have been spelt out in the ones I have signed. And disclosing the agreement is also usually considered disclosure. But petros is right. He would have been required to sign to receive government money. He is lucky all he got was a reprimand.

He has another contract with the government as well.
He was accused of bias in the email because the government ( ironic considering your comment to me ) didn't like what they heard.
Again, this turned into a debate about his contractual agreements instead of his work and why they found it to be bias.
