I think you deserve a 'Heir" in you name.
Right off the bat you target the disadvantaged while playing on the emotions that you will protect the rights of some while eliminating the safety net for those just above. If you really intended to proterct the disadvantaged you would be starting at the other end of the social scale and be taking away things that allow for a class of ultra rich. Bring them down to upper middle class and the poor might not be such a hardship on the system. That being said throwing lots of education their way means you have to create jobs, if construction and maintenance work is limited then people usually move into the arts part or lending aid to the lowest levels of society.
