I would say he was custom made for Harper's government. One thing we will never find out is the extent of off shore accounts that most politicians have that house their "gifts" from lobbyists. Ain't just the Reform/Conservatives either.
No doubt... Martin and Canada Steamship Lines might be (retroactively) included in that.
