No, no. It was much more severe than that in the pre-Kensyan world. It wasn't merely restricting expenditures, they restricted the money supply itsself and that lead to global human misery. The crash of 2007 could have ended up that a too but lessons have been learned and expenditures and the money supply went up as stimulous, not down as Calvinism. Our Socialist/Capitalist hybrid system dates from the dirty thirties and it evolved to prevent the sort of catastrophic economic and human failure. Hitler understood how to use stimulous. Arms production (and mighty civil works) brought Termany back to life. The Tories in Britain and the Liberals in Ottawa had nary a clue about it. The Democrats down on the US were starting to get the idea, though.
Well the Nazis believed that war is the primary engine of human progress and believed that the main purpose of a country's economy should be to allow that country to fight wars of expansion. That's why the Nazis embarked on their vast rearmament program as soon as they came to power in 1933.
The British Government of the time didn't believe that the main purpose of a country's economy is to enable that country to fight wars, so didn't undertake the massive rearmament that the Nazis did.
The Americans still stimulate their economy on a regular basis with defence spending. They use it to subsidize sectors of their economy but, hey-ho if any other country stimulates sectors of THEIR economies, they're Commies who UNFAIRLY hurt AMERICA by not letting Americans have free reign in their economies.
Neville Chamberlain WAS LEADER OF LABOUR PARTY and he was elected as PM in May 1937!!!!!!!!!!!!!!!!!!!!!

Neville Chamberlain became leader of the Conservative Party on 27th May 1937 and became Prime Minister on 28th May 1937. He took over both roles from Stanley Baldwin, who was Prime Minister three times and the only British Prime Minister to have served under three monarchs (George V, Edward VIII and George VI).
As for Chamberlain's policy of appeasement, it was a policy which was very much supported by both parliament and the British people who were still getting over the devastating trauma of World War I.
