My wife is of Ukrainian heritage, so I'll admit a bit of bias there, but the actions of Putin over the last two sort years of speaks for itself.

NATO made itself clear when the former USSR states came into NATO, there would be no expansion East, no major bases, troops deployed, along with other Military assets.

They can still do that, ...... but in the opposite direction now. The people of the western Ukraine only need to openly see how NATO/IMF operate before they are tossed out.

Six armored transport vehicles sent to the eastern Ukrainian city of Kramatorsk are currenty controlled by pro-federalist activists, the Ukrainian Defense Ministry said Wednesday.
The Ukrainian Defense Ministry confirmed that six armored transport vehicles sent to the city of Kramatorsk in the Donetsk region are currently in the city of Slaviansk under the control of local protesters.
“As of 4:00 pm Moscow time the carriers are now near one of the government buildings in central Slaviansk. The location of Ukrainian military forces is currently being determined,” the statement by the Ministry says.
"We found them at a square near the railway station. A group of women surrounded them, we started telling them we were peaceful residents who are just fighting for their rights and that there are no terrorists here," the witness told RIA Novosti earlier on Wednesday, adding: "They won’t shoot us."

There is no large Russian military presence in East Ukraine, head of EU intelligence, Commodore Georgij Alafuzoff, has said. The spy chief has dismissed multiple accusations from the West alleging Russian involvement in the unrest in the region.
In an interview with Finnish national news broadcaster, Yle, Alafuzoff said the Russian military had nothing to do with the seizing of government buildings in eastern Ukraine.
“In my opinion, it’s mostly people who live in the region who are not satisfied with the current state of affairs,” said Alafuzoff, referring to the situation in East Ukraine. He went on to say that the people are worried for the welfare of those who speak Russian as their first language in the region.
Alafuzoff echoed the words of the Russian government which has categorically denied interfering in the ongoing unrest. Russian Foreign Minister Sergey Lavrov said in a press conference on Monday that Moscow is not interested in destabilizing Ukraine and wants the country to remain united.

SLAVIANSK, April 16 (RIA Novosti) – The personnel of six armored transport vehicles sent to the eastern Ukrainian city of Kramatorsk have switched sides and have joined the pro-federalist activists, witnesses told RIA Novosti on Wednesday.
“We found them at a square near the railway station. A group of women surrounded them, we started telling them we were peaceful residents who are just fighting for their rights and that there are no terrorists here,” the witness said, adding: “They won’t shoot us.”
“The main armored transport vehicle had a Russian flag on it and they left together with our [protesters] towards Slaviansk,” the witness said.
The number of personnel from the transport vehicles was not specified
And troops have been quoted as stating they will not fire on their own people.
And Russia will keep on turning up the heat with more occurrences of takeover of Govt facilities in the East.
