Bush pushed through three stimulus packages. The difference is that nobody from the far right objected when he did it. But once Obama did it, the right wing Tea Baggers formed, objected to his move, and said that it needlessly raised the federal debt.

So, yes, you are correct - it did start under Republicans. And remember what I have said all along - none of these welfare gifts were necessary at all --- just close the tax shelters and that will solve the problem.
