Taser cop, low blood sugar defense

Just two points:

The defense's argument that the cop had low blood sugar at the time can go two ways.
Does this mean for the sake of public safety that the unpredictability of diabetic cops to control themselves will cause
them to lose there jobs?

The officer asked for forgiveness from the victims.
Do the victims have the right to issue standard pardon forms to the officer?
