Syria will be picking up the bill, paid for in part by awarding reconstruction contracts to anybody but NATO countries, that is who is the big loser, . . . again. And there is all that lovely oil in Syria's Golan heights that Syria can access via slant drilling and the yet to be developed off-shore goodies.
I wonder if the US or Israel will complain about them slant drilling on their own property??

Russia is probably flat broke after maintaining all of those resources in the field. They're bringing their servicemen home before they run out of dosh to pay them with.

This move isn't a retreat. It is a tactical move to gain a bigger advantage in northern Iraq. The Russian Naval Base continues to operate as does the Air Base they have renovated. Any move they make is intended to improve their standing in the Region.

Depending what planes left, it could just be the escorts that assured air superiority. That was a stinger that brought down the Mig-21 so there are more around and the answer would be to ground the bombers and go with the drones being the eyes for the artillery as fighting is still door-to-door before the place has been searched for enemies.
The door has already been opened for aid deliveries so air traffic could increase as well as convoys at sea which should be given priority over commercial ships but not military as it would be military operated. It would be hard to justify Gaza being the only one in the area denied aid packages via the open sea as well as having the right to return being applied to all refugees even if it is to a different neighborhood in the same city that is a displaced person. The spin today might be that repatriation from the Western Nations should be first as they are the 'most displaced' which would prevent or delay the ones closest to becoming the first that see relief affect their personal lives.
If the UN goes for a partition it will be about air superiority rather than affecting ground operations. The base the US has occupied is extending the runway so the types of flights will have to be justified to be military hardware rather than civilian aid if that is what are on the flights that start landing in the Russian controlled area.
The US gets that area because that is where the pipeline into Europe will go and the US is already protecting the rest of it. What they will not control is the product that is in the pipes or the money associated with it.
It will be 2100 before anything under water is hitting the markets. (for Gaza/Israel/Lebanon/Syria)

How many civilians have the Americans bombed in Syria? I reckon it's quite a lot. They've bombed at least one hospital.

Russian Warplanes Bomb Column of Terrorists Entering Syria from Turkey | Veterans Today
The Russian Air Force tracked and targeted a long column of terrorists crossing Turkish border to join their comrades in Northern and Northwestern battlefields in Syria.
The terrorists, that were mainly Turkmen, were caught by the Russian Air Force’s reconnaissance planes attempting to enter the Lattakia province from one of the Turkish border-crossings near Yayladagi.
Upon the entry of Jeish al-Turkmen and al-Nusra Front into Syria, the Russian air fleet struck their convoy of vehicles in the Furniluk Forests, ending in the rebel fighters scattering around the border in order to evade the powerful aerial assault.
When the Russian warplanes backed off, the Syrian Air Force launched their own airstrikes over the Furniluk Forests, keeping up the pressure on the trapped rebel fighters.

A great interview on BBC One's This Week last night with former Sky News foreign and international diplomacy correspondent Tim Marshall about Putin withdrawing his ground forces from Syria. He pointed out that this was planned all along. The Russians were always planning on being in Syria for a short time and didn't want it to become like Vietnam. He also pointed out that ingenious Putin has pulled a masterstroke, saying that he has made sure that Assad cannot lose. He said that he hasn't necessarily made sure that Assad will win, but has made sure that he can't lose.

ES says Russia and Syria only got back 5% of the territory from ISIS, what he conveniently forgets to include that in the 12 months prior to that ISIS gained a lot of ground when the US wad 'bombing them'. You are such a sad little troll aren't you ES?
