Perhaps so for the governments of both countries - but what safeguards do they have for ''rebels" or other non governmental combatants??
With the plane falling on what is said to be enemy territory, you have to wonder what will happen to the plane's black box - if the rebels get their hands on it they will likely hide it and keep investigators from finding out more info about the cause of the tragedy. Let's hope this box can be found and soon.
