Yes this is an interesting one that's gone on for years now...& who's responsible? Here's what I can remember about this one.
An Ontario Company buys Recyclable material from Vancouver (suppose to be 95% recyclable plastic with some paper and metal in it or something like that, etc...), then pays to have this shipped to the Philippines on top of the purchase of the Recyclables....and this would be the contents of the Blue Bin Recycle Program stuff, etc...& some company in the Philippines would accept the load (or loads, being 100 Sea Cans) for sorting and resale again...or that's what was suppose to happen anyway.
The cost to just ship the material to the Philippines would be about double the cost of just disposing of it in Canada if it was actually just garbage.
Somewhere between purchasing the Recyclable materials (about a 100 Sea Cans I think) and it arriving in the Philippines or perhaps even later these Sea Cans are now filled with Garbage (?). The Ontario company would at this point already incurred the cost of the initial purchase of the Recyclables in or from the city of Vancouver and surrounding area, and then paid something like $80/ton to ship that to the Philippines for the next step in the transaction. So....
1) Was it a scam from the beginning to rip of this Ontario company? Whomever sold the material to them...was it ever Recyclables?
2) Is this company in Vancouver that accepted (or purchased) the recyclables that it sold to the Ontario company from Vancouver or surrounding communities double dipping (Selling the same Recyclables twice with one buyer getting the recyclables and the other getting 100 Sea Cans of Garbage)?
3) Is this just a reflection of the recycle program for Vancouver or surrounding communities in their sorting process from the blue bin program?
4) Did the shipping company do a switcheroo between leaving the Port of Vancouver and arriving in the Philippines (Stopping to sell the recyclables along the way and replacing them with garbage) and still delivering that Sea cans to the Philippines to collect their $80/ton for shipping (?) and maybe getting paid again for removing 100 Sea Cans of garbage from somewhere along the way?
5) Did the Recyclables actually arrive in the Philippines and then get switched out for garbage as a way for some company in the Philippines to dispose of 100 Sea Cans of garbage from the Philippines, creating the current finger pointing?
So who is responsible? Canada? The Philippines? BC? Vancouver & surrounding communities? The company that runs the recycle program in and around Vancouver? The company in BC that sold the 'Recyclables' to the Ontario company? The Ontario Company that bought the 'Recyclables' that may or may not have been recyclable material with or without their knowledge, and then paid to ship this to the Philippines? The Shipping Company who may have been involved in shenanigans en-route to its destination? The company in the Philippines that was suppose to receive the shipment who may have been involved in shenanigans at the destination? Stephen Harper 'cuz why not? Some other entity that nobody knows about at this point?
Weirdly, I think the first step is an audit of the contents of these 100 or so Sea Cans by an independent 3rd party to see what 'Garbage' is actually in them? Are there Philippines Mail or newspapers, etc...in it? Mail & newspapers from somewhere along the route like from Hawaii? Mail & newspapers and such from Vancouver or Surrey or whatever? This would be a clue as to what happened here in the first place before a declaration of a potential war. Is there some type of ethnic Filipino costume that Justin can wear for a photo op before the October election in Canada? There's too many unanswered questions at this point that need to be answered before a coarse of action is determined and the required selfies are taken. Surely there must be some type of UN CSI Garbage Police that can roll in to to a theme song from 'The Who' and dramatically remove their sunglasses and solve this conundrum? Maybe Justin can dig a "Horatio Caine" costume out of the Official Drama Teacher's Tickle Trunk? Sooo many unanswered questions here at this point....
