Article doesn't say anything about relief transport ships does it? That's you injecting your opinion into the article, do you think for 1 second that Iran would send any relief to the Western world?
How many pages of articles do you want that show the US sees both countries as a national threat. Starving them is allowed, the next highest level would be invasion and military occupation like Iran was under between 1953-1979, the year they also came to be under sanctions and war was waged via Saddam for 8 years.
