During the 2nd debate harper said he was going to address the provincial fiscal imbalance. I think this is one item that helped sell him in Quebec. I thought Steve Pakin asked if he had costed this one and he indicated it was.
Looking at the costing from the Conservative web page, I see no numbers on them. Did I miss this?
I notice the most significant item is removing Natural resources from equalization, which seems a net benefit for Alberta. Which seems more likely to be no net benefit for Quebec and even a loss.
Are Quebecers expecting more money from Harpers claim to address the fiscal imbalance? Are they going to be surprised?
