NEW ORLEANS (AP) — With law enforcement officials and National Guardsmen focused on saving lives, looters around the city openly ransacked stores for food, clothing, appliances — and guns.

"The looting is out of control," one New Orleans councilwoman said.

"We don't like looters one bit, but first and foremost is search and rescue," Gov. Kathleen Blanco said Wednesday. She said she has asked the White House to send more people to help with evacuations and rescues, thereby freeing up National Guardsmen to stop looters.

"We need to free up the National Guard to do security in the city," Blanco said.

In the city's Carrollton section, which is on relatively high ground, looters commandeered a forklift and used it to push up the storm shutters and break the glass of a Rite-Aid pharmacy. The crowd stormed the store, carrying out so much ice, water and food that it dropped from their arms as they ran. The street was littered with packages of ramen noodles and other items.

New Orleans' homeland security chief, Terry Ebbert, said looters were breaking into stores all over town and stealing guns. He said there are gangs of armed men moving around the city.

The Times-Picayune newspaper reported that the gun section at a new Wal-Mart in the Lower Garden District had been cleaned out by looters.

Gunshots were heard throughout the night in Carrollton.

Police spokesman Marlon Defilo said an officer and a looter were wounded in a shootout. Defilo had no word on their condition. Three or four others were also arrested, he said.

One looter shot and wounded a fellow looter, who was taken to a hospital and survived.

Staff members at Children's Hospital huddled with sick youngsters and waited in vain for help to arrive as looters tried to break through the locked door, Blanco spokeswoman Denise Bottcher told the newspaper. Neither the police nor the National Guard arrived.

Authorities planned to send more than 70 additional officers and an armed personnel carrier into the city.

In the meantime, city authorities were putting a higher priority on rescuing victims and repairing the levee breach that was spilling water into the streets.

"One of our fears is if we don't stop the breach, that we will put good people's lives in jeopardy and they would lose theirs, too," the governor said. "We are concerned about essentials. We are asking for more military presence in the city to control the situation better.

On New Orleans' Canal Street, dozens of looters ripped open the steel gates on clothing and jewelry stores and grabbed merchandise. In Biloxi, Miss., people picked through casino slot machines for coins and ransacked other businesses. In some cases, the looting was in full view of police and National Guardsmen.

The historic French Quarter appeared to have been spared the worst flooding, but its stores were getting the worst of human nature.

"The looting is out of control. The French Quarter has been attacked," Councilwoman Jackie Clarkson said. "We're using exhausted, scarce police to control looting when they should be used for search and rescue while we still have people on rooftops."

Sen. Mary Landrieu's helicopter was taking off Tuesday for a flyover of the devastation and she watched as a group of people smashed a window at a gas-station convenience store and jumped in.

At a drug store in the French Quarter, people were running out with grocery baskets and coolers full of soft drinks, chips and diapers


They cleaned out Wal mart 8O Kind of goes to the mentalty of these people .I would think if your going to risk getting shot for looting you'd at least try to steal valuables like jewelry,gold and gems,art :p

A lot of it is that they are just taking things they need though, Mom. Clothing and food are kind of important, especially when your clothing and food just got ruined by the hurricane. Given the flooding, I doubt a lot of the usual WalMart electronics are working very well, so stealing them is more or less an exercise in futility.

I never said they were smart. I'll bet that there are a whole lot more people taking necessities than toys though. The ones taking the electronics are of the same ilk that starts loting when there's a power outage or an otherwise peaceful demonstration, or even a major sports victory.

Actually, I would tend to forgive someone if they steal chips so they may eat. Items like food, water and medical supplies can be forgiven as many of these folks don't have any food or supplies.

I've heard of folks slealing microwaves and TVs. That is unacceptable.

Both the BBC and whoever that scab on the CBC was have said that most people are just taking necessities though, James. They even had footage of a cop confirming it.

I noticed that on the US networks, CTV, and Global, all of the footage was of people stealing electronics and one guy with about 15 or 20 fishing rods. They gave more time to the looting than to any other aspect of the story. Not exactly fair and balanced.

I agree Rev. Looters for profit do make up a small minority of those who are looting. Most of the folks are simply taking food items like chips, canned goods, bottled drinks...anything that is not perishable.

The few bad apples (gang members) thou are causing real problems within the New Orleans area. They have even shot at rescue crews in a helicopter. The National Guard desperately needs to take control of the city. The city is under Martial Law, but the gang members still roam the streets freely.

But why is the media paying so much attention to the looting and so little to other aspects of the story?

The looting and the gang problem, btw, is something that's been predicted by sociologists for a very long time. The roots of the problem are socio-economic and should have been addressed generations ago.

Early today as authorities worked to evacuate the Superdome, the operation was temporarily disrupted when shots were fired at military helicopters. The helicopters should have tried to locate the individuals resposible and return fire ... heavy fire, till the culprits were neutralized. These imbeciles disrupted the evacuation of folks who required medical assistance and young infants who need a decent and safe place to stay.

To make matters worse, I heard rumors that prisoners were released?!?! If this is true, they will just add to the lawlessness controlling the affected cities. They should have evacuated these individuals to other jails/prisons in the country, wherever there is space.

nothing like inflaming a volatile, tense & desperate situation. .....into a mini WAR. Heck......why not just bomb the whole area now...(bush style) and start from scratch??? :roll:

Is it plausable that some people didn't evacuate the city because they planned to take advantage of the situation to have a looting spree? They were ordered to leave ahead of the storm,after all.

There were likely some like that, Missile. There are also some rich people who were just too arrogant to leave, there always are.

Most of the people who stayed were those who did not have the money to evacuate though. How do get out of town without a car? How do travel if you don't have the money for a ticket?

If I was there,I'd be a looter.Self preservation comes first in that situation. The sick and the elderly,who aren't mobile,didn't have much choice in whether they stayed or left. Not having a vehicle? Walk! You can do 4 to 5 mile per hour on foot,and with the warnings and evac orders,could have been out of the danger zone anyway.Right now,New Orleans is Hell on Earth :(

This afternoon CNN aired a phone-in interview from a visitor from Maryland, a guest at the Ritz-Carlton, who was trapped there when the airlines shut down before the storm hit.

Even they are running out of supplies (one cookie and a glass of water for breakfast) and their security personnel are afraid to venture outside.

They hadn’t seen anybody from FEMA or any National Guard personnel, either.

The night before, a mercy flight of buses took out the guests of another hotel that could no longer maintain their facilities at a humane level.

It must be terrible to be rich and white in New Orleans.

So nascar, your saying the boy in the picture should be shot. Nice! But than again, I wonder if they would have to shoot you, should you find yourself in a desperate situation, and perhaps did something you shouldn't. It must be nice to see everything in black and white.

That boy looting variety stores of their Nehi Grape and Cheese Doodles just might have been dragging his swag back to the Superdome to feed the gandmothers and babies which government agencies had placed there, then failed to provide ANY potable water or MRE for over 100 hours!
