Of course it can, any institution or individual can be influenced by information design, that's how we comprehend things. That's trivially true, a better question would be to ask how information design impacts the effectiveness, efficiency, and correctness, of comprehension, that's the real goal of good information design. A beautifully designed graphic that nobody can make sense of is useless, a point that seemed lost on the engineer who used to be in the office next to mine. He produced vast spreadsheets in microscopic fonts so they'd print on one page, with things he thought were important highlighted in pretty pastel shades. Nobody had a clue what he was doing, including him I always believed.
That's assuming of course that by "information design" you mean the same thing I would, i.e. methods and practices for extracting meaningful patterns from data and presenting them in a way that fosters understanding.
That is correct,but there is progression with interpretation of information
One would think information collection would be interpreted for good of society
Unfortunately this is not what I was able to glean as I advanced within ingot auditing
A pattern resulted which enabled myself to dwell further into policies and information assessment including interpretation
These advancements allowed me to go to dark places of administered processes
Including the Supreme Court of Canada

I would say yes, especially in terms of Human Information Centered Design, and I'm pretty positive the influence in lowering defences and speaking freely is and has been used by lawyers to benefit their cause in courts.
One of my information audits was to establish cooperation and engagement of multiple individuals,agencies,etc into information design which was designer in presentation
Within this audit I was able to establish benifits monetary and otherwise of engaging within processes which were minimal benifit to the larger audience,"what were the payoffs and to whom"? Was the simple question
Sometimes designer processes of information were as simple as removing and creating information,other times there were personal payoffs,other times there were political spin offs,I could list extensive inputs to designer information
Lawyers had their place in this puzzle but are not the entire problem,
The Karman Willis case was the case of all cases which easily enlightened me to cooperation of information design by multiple agencies and individuals
Sometimes death is no accident,and who participates in the prelude to these deaths is no accident ,
The Karman Willis Case had it all and was easy for me
As other cases
