Flaherty's economic update may include tax cuts

In a surprise move, federal Finance Minister Jim Flaherty revealed Monday that he would deliver the government's budget forecast Tuesday afternoon, one that some analysts speculate could include tax cuts.
Flaherty's announcement came during question period. Outside the House of Commons, he was peppered with questions about whether the mini-budget would include tax breaks.
He grinned and answered vaguely, "Well, we certainly feel that Canadians pay too much tax."
Earlier this month, Flaherty played down expectations that his economic statement could contain tax breaks or other specific measures.
The federal government would have room for tax cuts whenever they appear. A report Monday from TD Economics estimates that the federal surplus will be $14.5 billion in 2007-08, rising to $27.5 billion by 2012-13.
The economic statement will be delivered after the markets close at 4 p.m. ET, although the location has yet to be determined.
