Should your representative in the legislature\parliament always vote the party line?

If our rep is always to vote the party line why is he or she called a representative? And why would such a country be called a democracy?

I think in an ideal situation, all votes would be free votes, with the representive informing his or her constituents before hand what the vote means to them, maybe explaining what the legislation means, and then constituents could hold town meeting style meetings. The representative could get an idea of what the public wants and vote accordingly.

Just my two cents though.

How would that work with very complex issues?
