that he inherited quite a nice surplus from the Liberals which he immediately turned into a deficit.

And WOULD HAVE BEEN ELIMINATED COMPLETELY IN 2016 IF HARPER HAD HIS WAY!!!!!!!!!!!!!!!!!!!!!!!!
