Actresses work to show their body beauty to people, so that people may say they are beautiful ..
"On the stage there is no shame" as some told me who worked in the field of art, stage and cinema. He said: this is the slogan for the stage!
So actresses (dancers and other women like them) .. they went about naked ... to deceive men who should not do any harassment!!
Of course not all men are like John Baptist with his ideal self restraint, or like Prophet Aaron with his well known piety.
Most people: men and women are prone to corruption, porn and lust.
So it is two aspects of one coin: the woman is naked, and the man should not do harassment!?
If the woman is covered and chaste, man should then be polite and restrain himself, for there is no deception;
but while they are actresses (and dancers) who show themselves about naked, how could they tell man to restrain himself and the least thing which he may do is the harassment!?
I say this, not to justify the harassment; the harassment is condemned as is the nakedness of woman condemned.
Quran 33: 33, which means:
(And stay in your houses [with dignity], and display not your finery like [the manner of the Arab in] the 'former Ignorance' [time.] i )

33 i Do not go out [from your homes] as did the women in the time of the Pre-Islam ignorance (or Jahiliah); and do not show off your ornamentation as did women in the past do.
[This is about the ‘Former Ignorance’], while the ‘Later Ignorance’ will be before the coming of the Mahdi [: the Comforter or Elia or Elijah of the Last Days.]
This is now its due time: when woman exposed her arms and her legs and she exceeded in the nakedness and the make-up more than the ‘Former Ignorance.’
God – be glorified – pointed out to this time in His saying in the Quran 68: 42, which means:
(On the day [of the sovereignty of the Awaited Mahdi: the Comforter] when the leg [of women] shall be bared, and they will be invited [by the Mahdi: the Comforter] to prostrate themselves [to God] but they cannot [comply.])
