To me luck is something that happens once.

When you have this repeated pattern of broken protocols, broken laws, broken communication, one cannot still call it luck.

Luck, no. But guess what? It was not uncommon to allow people to board planes with box cutters, knives, etc back then. Stuff like that wasn't worried about.
