I'm pissed at this article. pickled cows and elephant dung aside, what does it matter what the artist wore when collecting their prize for crying out loud? they didn't even bother to tell us what his entry WAS, just stipulated that he wore a dress to collect the prize. the context suggests that this means it's not art
