Some people are just better than others at conveying what they want to express. And the reader factors in, also. What are they used to reading and do they read between the lines to concoct their own meaning? It's all about context.

Trump is Republican he is supposed to be bigoted , Bloomberg by contrast is running as a Lilley white Democrat .

Bloomberg was saying in Nevada last night that all the non disclosure agreements his ex employees have signed is due to them not liking what he said .
Perhaps you are jumping to conclusions with the controlling the mouth part .
