Trudeau’s nitrogen policy will decimate Canadian farming

I could never figure out what,exactly, a tariff is supposed to do to help consumers.

It's supposed to make the targettted goods more expensive for consumers and make the non-tarrifed goods cheaper. This assumes that the other good don't jack up their prices because their competition is now more expensive. Also assumes that tarrifed goods have competition.

I could say, both cynically and clinically, they aren't intended to help consumers.
