Just for your information, I was in the airforce in the fifties and I know for a fact, condomes had been free to all Canadian military people since the second world war. The whole idea was the prevention of disease. The treatment of Syphilis and other STDs, plus the man/hours lost, was thought to be more expensive than supplying condoms. This is still the primary purpose of the free condoms.
