Port operation is a tricky business. Most are owned by the feds but operated independently and controlled by the harbour authorities. There are some that are private but come under fed laws. Alcan smelter in Kitamat being an example of this. ReoTinto Alcan owns the facilities but we had to take a little course on federal port rules and anti terrorism to work on the equipment down there even though the only goods moving there are parts for the new smelter and the only access is through RTA roads.

Nothing to do with government is ever simple. I finally remembered the name of the course. Called MARSAT training. Can't remember what the letters stand for. Half day course that nobody fails and we got paid for being there. Get a little sticker for your hardhat and a stripe on your ID card and now you know to report suspicious activity.
At one time DFO ran all the small harbours on the coast at great cost and little return. Then they forced all the coastal communities to form harbour authorities(volunteer of course) to manage the harbours or they would be removed. Feds still provide some capital funding but moorage is expected to pay for basic operations.

Oops I think I got the acronym wrong. Should be MARSEC
