Yes it's a mess but so is this under researched story it seems she hasn't worked for the Federal gov't for at least 3 years maybe 4; and the part of the story where's she's laid off for non-production where was the union?
Holding Canada in its merciless iron grip, if the usual suspects are to be believed.

SHe was a contract employee. You don't get to be in the union unless you have a permanent job.
