Calling his crimes "horrendous," a Saskatoon judge sentenced a man to 12 years in prison after he pleaded guilty to 40 counts of ​possessing, producing and sharing child pornography.

Philip Michael Chicoine, 28, remained expressionless during his sentencing Tuesday in a Saskatoon courtroom.

He did not appear to make eye contact with his parents, who sat in the front row.

"His collection was vile," said RCMP Cpl. Jared Clarke, the lead investigator from Saskatchewan's Internet Child Exploitation Unit.

"It was some of the worst stuff I've ever seen. It caused nightmares, it caused me trouble dealing with my own kids at home," Clarke said, noting he sought counselling to deal with the images haunting him.

Last spring, Chicoine admitted he paid and directed parents overseas to sexually abuse their children in real time using video streaming sites such as Skype.

In June, the Crown presented videos in court seized from Chicoine's computer. Many involved torture and bondage, with the victims' screams heard throughout the courtroom.

His victims ranged from infants to children 14 years old.

In the exchanges, Chicoine indicated he preferred children who cried during the abuse, complaining about the difficulties of finding "pedomoms."

He was found to have more than 580 unique videos and more than 4,000 unique photos. In total, 10,126 videos and 4,714 photos were in his possession, according to the Crown.

Chicoine admitted that he spent more than $20,000 over five years to pay for the online exchanges.

In her 30-page sentencing decision, Judge Vanessa Monar Enweani cited Chicoine's "unusual and significant violence against children," and the need to denounce and deter sex offenders.

Chicoine's sentence is the longest ever handed to a convicted child pornographer in Saskatchewan.

Chicoine was found to have texted children as young as 10 directly in Florida, Australia and Saskatoon. At one point, a 14-year-old texted him and said she might kill herself. Chicoine replied that he'd want her to film the suicide so that he could watch.

Yes. What about the parents?

Maybe the prosecutor just hasn't built the case up for them yet. They'll probably be next if there is sufficient proof. The prosecutor is probably collecting proof that the parents knowingly and willingly participated and that this is not something that happened behind their backs, etc.

I oppose vigilantism even in his case: though I could certainly support a life of forced hard labour.
First of all I believe sex offenders all end up in a special prison that is only sex offenders so give up the daydream he will get punished for anything he did on the outside. It might not take much of an incident to get seriously hurt but the ones wanting revenge should just hire somebody on the inside to fuk him up good. In prison everybody is innocent, that is the way it works.

He was kept in solitary because every mother****er in that prison was scared shitless of him.

According to the OPP they are not Canadians so no jurisdiction.
Then it goes to Interpol, any crime that crosses national borders should become their case rather than it is no longer a crime. Canadian pedos going to places like Taiwan or Vietnam was to escape the laws. It was still against the law and it stopped because of airport security rather than there were no longer brothels that supplied disposable hookers.
Saskatoon was mentioned specifically and that is not a foreign land. If the investigation was shut down for any reason other than they ran out of leads to follow then somebody way up there is pulling the strings to keep names from being included in the investigation. I assume you do know that happens right??

I seriously doubt that, perhaps he just went rabid on the weakest one he could find and that kept him where the real tough guys couldn't get at him.


That's one name, you need a whole wing of pedos before it would qualify as integration with the 'general population'. I would suggest race is the dividing line and even then he would end up being the bitch for a whole crew.

Canada has agreements with these countries for this sort of things so it would be interesting to know if they are trying to find these people. Of course they may not want the public to know they are looking for them, if they indeed know who they are........

The Internet Child Exploitation Unit said children in the Phillipines were rescued last week as a result of the work done on this case.

"Knowing that we had live victims still at risk was tough," said Cpl. Clarke.

I would like to add that he should have been given life, at minimum........

no jurisdiction? wtf does that have to do with anything? They have no jurisdiction in the Netherlands either but we somehow have put the Amanda Todd guy on trial there.

If these children can be located we should JTF them the **** out of there.

While I don't disagree with the life sentence proposal that would mean anybody that is similar or worse should also be locked up that long and that isn't very practical. Perhaps a mental facility that would actually be interested in reversing something we have deemed to be 'permanent damage with no possible cure' is probably a bit over-hyped. Perhaps all they need is a discount card at the local brothel.


Collecting and trading pics seems to be a common theme in the cases I've heard so what would be the appeal there other than being part of a 'secret club'.
